Abstract

The presentation of a set of tools that make it possible to collect and analyse data that help to implement improvements in institutions on the basis ofthe evaluation carried Out. Quality assessment entails measuring things. If there are no measurements it is impossible to establish comparisons, and any subsequent evaluation will be very imprecise. The artide explains the reasons justifying this. It is the professionals who are involved in the processes that have to intervene directly in defining the necessary measurements, critical success factors and the process 's weak points. The measurements must help to as certain user requirements, by measuring everything related to finaL effects, to the objectives of the intervention.
