Abstract
The social services of the City Council of Getxo have come a long way in Ihe road towards on going improvement and quality management. After bringing in many of the characteristic elements of Ihese approaches they have focused on the development of the general, conversational skins. The aim is to configure an organisalion that is open to leaming. This article addresses the key elemenls in Iheir experieqce, as well as Ihe main difficullies encountered. providing some food for thoughl and pointers for anyone who
