Training shunted aside in the new model of active employment policies

This paper is one of the outputs resulting from the research "Socio-economic diagnosis on employment policies in Spain: 2012-2014", directed by Fausto Miguélez and funded by the Foundation La Caixa. The whole report is available in http://ddd.uab.cat/record/142865.
The present article presents two of the issues raised by the author in the above mentioned research, updated when possible. On the one hand it deals with the new model of active employment policies (PAE), which priorities and objectives are discussed in the context of budgetary constraints due to the Governments' policy orientation to cope with the economic and employment crisis. On the other hand, training is analysed as a key element of the PAE, especially continuing and vocational training, which should become effective tools for improving the employability of unemployed persons, or expanding the qualifications of those which are occupied. However, the hypothesis of the research in this order is that job training is gaining relevance and results support it, especially for vocational training, while questioning the basis of the new model of active policies.
