Ciberseguretat i ciberdiplomàcia de la UE

Durant les últimes dècades, la ciberseguretat s’ha convertit en una pedra angular del desenvolupament digital europeu. Juntament amb la difusió de les tecnologies de la informació i la comunicació, i l’aprofundiment (com també l’ampliació) de la Unió Europea, les polítiques de seguretat de dades sectorials i estretes inicials s’han expandit a un marc integral de seguretat cibernètica que aborda qüestions d’infraestructura resilient i sobirania tecnològica, mitjançant la lluita contra la ciberdelinqüència, a les capacitats de defensa cibernètica i al comportament estatal responsable en el ciberespai. En aquesta complexa xarxa de polítiques interrelacionades, un nouvingut en l’àmbit de la UE és la ciberdiplomàcia. De vegades també anomenada diplomàcia pública 2.0, té en compte la connectivitat transfronterera del ciberespai i reflecteix un canvi en les relacions internacionals en què les línies entre les polítiques externes i internes, els dominis militar i civil es difuminen. No obstant això, el terme ciberdiplomàcia és fluid i no es comprèn bé quins temes haurien de pertànyer al seu “paraigua”, en particular en relació amb la ciberseguretat, a la qual sembla més vinculat. Aquest article té com a objectiu traçar un mapa dels instruments existents i proposats que formen l’arsenal de la UE en aquest ampli context per respondre les preguntes següents: què és la ciberdiplomàcia i com es relaciona amb la ciberseguretat de la UE? S’està convertint la ciberdiplomàcia a la UE en alguna cosa per dret propi com un conjunt diferent d’eines per assegurar els objectius polítics de la UE?

Agnes Kasper, Universitat Tecnològica de Tallinn (TalTech)

Professora titular de Dret i Tecnologia al Departament de Dret de la Universitat Tecnològica de Tallinn (TalTech). És llicenciada en Negocis Internacionals, té un màster de Dret i és doctora en Direcció; ha seguit formacions sobre aspectes tècnics de ciberseguretat i proves digitals. Kasper imparteix assignatures com ciberseguretat i dret, contractes de TI i proves digitals. La seva recerca actual se centra en aspectes normatius de la ciberseguretat i és la coordinadora principal del projecte Erasmus+ Cyber Aware Students for Public Administrations (CASPA).

Oficial superior de polítiques a Guardtime; el seu focus és la política i regulació de la seguretat cibernètica i dona suport a projectes internacionals d’R+D. També treballa com a investigadora superior a la Universitat Tecnològica de Tallinn (TalTech), i com a becària investigadora a la Universitat de Masaryk sota el projecte «Centre d’excel·lència de seguretat cibernètica, delinqüència cibernètica, i infraestructures d’informació crítiques». Prèviament, va treballar com a investigadora jurídica al CCDCOE de l’OTAN, centrada en les estratègies nacionals de seguretat cibernètica, organitzacions internacionals, cooperacions penals internacionals i normes. A més d’un doctorat de Dret de la Universitat de Tartu, té una llicenciatura i un màster de Dret Informàtic per la Universitat d’Estocolm.

Anna Molnár, Universitat de l’Administració Pública (Budapest)

Professora a la Universitat de Serveis Públics (Budapest) i cap del Departament d’Estudis de Seguretat Internacional. És cap del programa de llicenciatura per a la gestió pública internacional i del màster de Relacions de Serveis Públics. Va ser cap del programa de màster d’Estudis Internacionals a la Universitat de Panònia entre el 2010 i el 2013. Va rebre el doctorat de Relacions Internacionals per la Universitat Corvinus de Budapest (2003). Les seves ponències publicades cobreixen un ampli ventall de temes enfocats en els estudis de seguretat, CFSP/CSDP de la UE, la seguretat cibernètica, l’europeïtzació d’Hongria, i la política italiana.
