The objective in this paper is to analyze Spanish foreign policy towards Cuba, emphasizing a specific aspect: the Sapnish influence on the evolution of the Common Position that the European Union (EU) established in its relations with the Cuban Republic fom 1996 to 2016. The analysis of the EU Common Position is interesting for several reasons. On the one hand, even if there were discrepancies in its formulation and evolution, it is one of the few examples of the implementation of a common European foreign policy. On the other hand, the study of the Common Position allows us to analyze the role of Spain in the EU and its responsibility in the development of the European policy towards Cuba. Finally, the analysis of the Common Position is significant insofar as it shows us the different stance in foreign policy of the Popular Party (PP) and the Spanish Socialist Workers Party (PSOE), architects of successive governments.
