Using the concept of nation and political representation formulated in the Cortes of Cadiz, the constitutional practice during the Liberal Triennium (1820-1823) is studied. The path taken was complex with many difficulties, in spite of the means employed to disseminate the new liberal political culture. The guarantee of the Constitution led to the regulation of the right to petition by the moderate government of Feliu Bardají (February 1822), very restrictive compared to the practice of the radical liberalism. Neither the State Council nor the Supreme Court was completely renewed. The fate of liberalism rested in the hands of not very supporting officials. But despite the disagreements and political instability, the Triennium was not a failure. The spread of liberal political culture prevented the full restoration of the absolute monarchy of the Ancient Regime in 1823.
