El Comissariat de Propaganda a través de la memòria dels que ho van viure

Jaume Miravitlles, creator and director-commissioner of the Comissariat
de Propaganda (Propaganda Commissioner) of the Generalitat of Catalonia
from 1936 to 1939, spoke about the commissioner as if it had been a poorlyorganized
institution with no plan of action or specific projects. However,
the organization chart of the commissioner, located in 2001 by the present
author in the administration archives in Alcalá de Henares, shows that the
organization was, to say the least, clearly thought out for accomplishing its
intended activities and objectives. Based on the organization chart and interviews
with Jaume Miravitlles himself and the collaborators of the commissioner
Carles Fontserè (Elvira Frarreras and Teodor Garriga), the present article
describes the operation of the first propaganda institution in a
European democracy.
