Sustainability means internalisation (not just economic) and at the same time the acceptance of the global matrix: no parameters should be considered worthless. An all-encompassing reappraisal of the socio-economic paradigm is needed. The examples of the new water and energy cultures demonstrate this fact, as do the consequences of a first, as yet uncertain , step, that is, the Kyoto Protocol. It is said of the Protocol that Spain is being slow to meet the challenge and that it has not yet reached all industrial sectors. Sustainability is indeed a cultural issue, since new cultures (such as the new culture of water, of energy, of mobility, etc.) ultimately depend on culture. The real change inherent to the principles of sustainability is a cultural one.
