Notes on the decentralization process of the employment policies in Brazil

The particularities of Brazilian federalism subsequent to the military regime ( 1964-1984) subjected the decentralization process of our social policies to certain conditions. Although the "problem of lack of employment" is traditionally of federal responsibility, the process of the policy of decentralization of job in Brazil through the formation of Municipal Jobs Comissions allowed ampler autonomy to municipality to implement local policies. However, specially in the case of the policies of professional qualification we observe that the planned diffusion of power up to the municipality scope is impaired by concentration of this same power on the state level.
