The aims of this paper were: 1) To estimate and locate the answer capacity of the resident population in an urban area (parish or county) through a survey or questionnaire. 2) Locating the areas considered safe by the population face up to a seismic event. 3) To determine which hospitals would people go after an earthquake. The information was taken through a questionnaire made of three sections (perception, grade of training, and earthquakes experience) The CPRP ranges were low and very low within Valencia Downtown (due to a low grade of training to face up emergencies) while the places considered as safe are scattered among street and squares or public parks in the city, as for hospitals, almost the 60 % of the interviewers would go to the central hospital's city.
