Governança dos recursos hídricos na bacia do rio Jundiaí (São Paulo) desafios para uma governança integrada e adaptativa

Water resources governance is a multidimensional and complex challenge since it deals with various scales, actors and interests, and has undergone profound changes in the last decades. In Brazil, the new institutional framework governed by the National Water Resources Policy (1997) promoted a process of decentralization based on the principles of integrated management of water resources aiming at multisectoral, multi-scale and participatory management. After two decades of reform, this process demonstrates that it is not yet fully finalized, with mixed results. This challenge has been amplified as climate change and the intensification of extreme weather events will have a decisive impact on howwater resources need to be managed. This article critically analyzes the governance of water resources in the Jundiai River basin (Brazil) on a local scale, focusing on coordination and scale challenges in multilevel systems. The objective is, from an institutional perspective, to reflect on bottlenecks and gaps in governance that still persist in governance systems for water resources and how local actors must address them.
