Although the Municipal Human Development Index (IDHM) is a reference measure for public administrators, helping in the construction and execution of public policies, it exhibits deficiencies, as it does not encompass environmental sustainability. In this perspective, this study aims to measure the level of human development of Brazilian federal states through the incorporation of environmental sustainability, resulting in the Sustainable Municipal Human Development Index (IDHMS). In order to achieve that, it was performed a geometric average of IDHM’s traditional dimensions (longevity, education and income) with the Environmental Sustainability Index (ISA), with the latter being obtained through the factor analysis by the principal component method. The results showed a significant difference between the IDHM and the IDHMS, indicating that the federal states are promoting social wellbeing at a high cost to the environment, which may be associated to an intense lack of order with respect to the use of natural resources.
