The linguistic regime of education in Catalonia. A retrospective assessment with assets and liabilities

During the period of political autonomy, the linguistic regime of education in Catalonia, despite the undeniable progress made after decades of proscription, has been conditioned by the weak constitutional reception of the principle of plurilingualism. The 2006 Statute raised the status of pre-existing regulation with greater guarantees and stability, but without major developments. The judgement of the Constitutional Court nº 31/2010 seemed to endorse it broadly, but both the practice of the Spanish legislature and the doctrinal evolution of the Constitutional Court itself, and above all the action of the ordinary courts, do not allow us to affirm at this point that the educational linguistic model will remain untouched.
