This article analyses the legal dimension of organisations with cross-border cooperation, i.e. those made up of neighbouring territorial entities. It also looks at inter-territorial entities, made up of non-neighbouring entities in which the autonomous communities participate, both with regard to constitutional agreements and to the activities carried out after they have been established. Particular emphasis is placed on Catalonia, as it is the common denominator among all of them. The author aims to find out what advances have been made since the first cooperation experiences, taking into consideration the recent amendments made to the European and domestic regulations related to this issue. In short, will Catalonia’s new statute of autonomy, known as Estatut de Catalunya, or the Council of Europe’s latest works and the initiation of the European Union Regulation on the European Grouping of Cross-border Cooperation (EGCC) really have an effect on improving the quality of those associations to which Catalonia belongs, such as Four Motors for Europe, the Pyrenees-Mediterranean Euroregion, the Assembly of European Regions and the Working Community of the Pyrenees (CTP)? Or will they only reinforce that which already exists? At the end of the article, the author points out trends in the composition and activities of cross-border cooperation and inter-territorial bodies with regional participation.
