This dossier highlights the complexity and amount of regulatory material existing in the local sphere. This article thus aims to eschew thoroughness, including not all regulations likely to belong to or affect the local public sphere, but only those that, initially, were considered most important or decisive or likely to be used, leaving open the possibility of a second, complementary paper. The present article, which has passed through state, Catalan and European sources, is a commented approach to each of the regulations it includes along with a link to the regulation in question. Since the passing of the Law on the Rationalisation and Sustainability of the Local Administration (LRSAL), the regulatory framework has undergone considerable transformation and evolution, so that much of the existing legal context has had to be updated and adapted to it. To this circumstance we must add European regulations that directly affect domestic regulations, in areas such as procurement, sustainability and data processing. We have tried to explain this as clearly as possible. This collection consists of eight sections, an introduction and a bibliography. Each section is systematically divided into laws, regulations and other (decisions, rulings, etc.) so as to give a homogeneous structure that is easy to follow.
