This article tackles the problems faced by the administrations on dealing with citizens, in particular the most vulnerable. A diagnosis is performed of the features that make it difficult for citizens – regardless of their qualifications, contacts or level of digital competence – to access administrative resources, services and procedures on an equal basis. It also provides a critical analysis of the different doctrinal approaches aimed at achieving a better administrative service and which allow us to analyse whether it is a structural or temporary problem and whether it is possible for a slow, closed or inefficient administration to guarantee the principle of equality. Finally, we make a series of regulatory, organisational and procedural proposals for an administrative reform which guarantees the rights of the 99%.
