Since 2019, there has been a proliferation of European Union (EU) regulations aimed at regulating data and the reuse of information by the public sector. This has created a fragmented and complicated regulatory framework, suggesting there is a need for structural reforms to the Spanish government model. Such circumstances make reforms for data public Administration a necessity and this will require strong conceptual foundations to bring about the changes needed to strengthen principles and rights for conducting procedures, having placed data at the heart of bureaucratic management. This study aims to provide some of the keys to approaching this reform process.
