25 anys de la Constitució

Joan-Ramon Solé
First of all, in this text the principles underlying the linguistic organization of the Spanish State according to the 1979 Constitution are assessed. The text of this constitution, according to Solé, has resulted in a framework that has not guaranteed a clear process of recovery of all the Iberian languages different from Spanish spoken throughout all the territories. Secondly, a decalogue of proposals is presented in order to reform the Catalan Statute of Autonomy. These proposals would mean the declaration of both Catalan and Aranese as the sole official national languages in Catalonia and the Aran Valley, respectively. In the third section, some assessments are presented which would consider a hypothetical declaration of both Catalan and Aranese as the sole official languages to be constitutional, on the basis of an interpretation of the State stemming from Article 3.1. of the Spanish Constitution. Finally the author defends the application in the Spanish State of those linguistic regulations similar to those implemented in Canada, Belgium, and Switzerland.
