Making catalan a common public language

In this paper, we reflect on the monopoly of majority languages in the area of language technologies. In addition, we analyze how minority languages, such as Basque, can face this challenge. We study the development of Basque in the field of language technologies and analyze the extent to which the normalization of this language can be helped by language technologiess.
