Public Reading System of Catalonia: a few reflections and proposals

The article offers an overview of the history of public libraries in Catalonia, especially within the metropolitan area of Barcelona, over the last thirty years. The analysis is drawn from a personal perspective based on my own experience, including the responsibilities I have assumed which have led to my involvement in library policy as well as in library related laws and regulations. It sets out the commitments and participation of the various institutions that influence how they are run (town halls, provincial councils and the Regional Government), as well as their relevant funding provisions. Finally, a proposal is set out with regard to how the regional services in Catalonia might be organised, based on the same governing institutions and  in relation to the local authorities, in order to provide a high standard of  service across the country, with a maximum level of efficiency and effectiveness.
