This paper explores the evolution of the management of the Ceuta and Melilla borders with Morocco, since Spain joined the European Union in 1986. It addresses the increasingly acrobatic profile of the euro-african border regimes, with regard to people and commodity flows. Furthermore, it argues that management of the borders between the Autonomous Cities and Morocco stresses the contradictory logic of softening and fortification in which the EU external border scenario is entrenched.
