The popular or public libraries which were promoted by the Mancomunitat de Catalunya, created in the image and likeness of the pioneer anglosaxon libraries, became an innovative model within the panorama of Spanish libraries. Eugeni d´Ors contributed much to that success. He was the person responsible for the initial project who established how the libraries would be along with the training of personnel at l'Escola de Bibliotecàries. Another person who contributed to its success was Jordi Rubió, director of the Biblioteca de Catalunya (the Library of Catalonia), who succeeded Eugeni d'Ors as the director of the network of libraries and who finally established a library system in Catalonia.
