The city, to whom: challenges of mobility to urban planning

Urban development model, based on motorized private traffic, has multiple social and environmental impacts, which have consequent costs in public economy. The present article, gather part of the discussions on these impacts, the roles, concepts, and objectives of urban mobility, through documents and United Nation’s Declarations, that sets the commitments for the member States for the next 20 years, and with that, the emphasis of their public policies and the new challenges for urban planning.The background and sources used in the drafting of the Declarations are reviewed, as well as the content of the Declarations adopted and their evaluation mechanisms. The paper review the mobility from the human rights point of view, the present citizen claim in respect to urban mobility and the effects that motorised traffic has in health and the environment. Based on the review, certain mobility models are questioned and some key factors for urban planning based on the exercise human rights are defined.
