Les Polítiques de prevenció de la sida a Espanya: el seu desenvolupament institucional

The reaction of the public administration when AIDS epidemic
showed up moved from an initial routine response to the development of
different programs during the eighties, aiming to modify sexual habits
of people, reduce the risk of infection among drug users and to reeducate
social response regarding the illness. This article analizes several
problems concerning the implementation of AIDS preventive policies in
Spain, specially how public administration managed to introduce these
policies, and the role played by non-gubernmental organizations in the
process of creating and the put-in-practice of the preventives policies.
